Runtime Mission Computing

Rogue AI: Govern the action, not the actor.

This Decision-Zone paper examines why an authorized or unknown AI can propose an action that is wrong for the mission’s current state. It presents independent Requester, Actors and Governor computations, admissibility before commitment and observed consequence return, illustrated through industrial and banking scenarios. Mission governance complements existing actor-security controls.

Authority to act is not the same as admissibility now.

The paper distinguishes securing an Actor’s identity and access from determining whether its proposed action serves the operation in its current causal state. A capable, authorized Actor can still propose an action that is correct in general but wrong for the mission now.

Three independent computations.

The Persistent Requester computes what the human-defined mission still requires. Independent Actors propose identified possibilities with provenance. The Independent Governor determines proposal-specific admissibility under human-defined authority and live causal reality. The Requester and Governor are distinct runtime computations, not AI Actors.

Only admitted actions cross the enforced Commit Boundary. A bound capability executes the admitted action, and observed consequences return through the live causal Event Fabric to the same persistent mission. The Requester then computes what remains required as conditions change.

Secure the Actor. Govern the mission.

The paper positions mission-level admissibility as complementary to existing actor-security investment, not a replacement for identity, access controls or cybersecurity. Its industrial and banking scenarios illustrate how proposals can be refused, admitted or recomputed before commitment.

Industrial and banking diagrams are reference illustrations. They are not claims of additional live deployments, bank integration or third-party endorsement. Mission governance depends on the enforced commitment path and the represented authority and causal observations.
